Too small, sent it back for the bigger size....the measurement was from the outside rim.
Other than that I like it, as returned it for the bigger size and it is great

i have a 30lb dog and this bowl is perfect for water. its a really cute bowl and came it good condition. the only reason that i am giving this product a 4 is because it chips really easily.
